Dual License Initiatives (Subject Matter)
Companies based in the capital’s free zones will be able to operate in the mainland under a dual license.
The Department of Economic Development (DED) Abu Dhabi has launched first phase of dual license initiatives which is a bonus solutions for the investors already registered in the capital’s free zone enabling the companies to operate in the Mainland (local market) under a dual license, which will not only reduce the cost of doing business but will attract more foreign companies to the emirate.
The new system will allow the free zone companies to engage in range of business activities outside the free zones without the need for a UAE National Partner holding 51% shares and physical office.

Requirements to apply Free Zone License:
- Three Proposed Trade names of the company (based on your preference)
- Valid Passport copy of Shareholder(s) and Manager(s) of the company with signature page
- Visa Status:
- Entry stamp page of the proposed shareholder, if new;
- Residence Visa Page copy along with No Objection Certificate from Sponsor, if resident of UAE.
- Proof of Address (recent utility bill)
- Personal Information of the shareholder/s
Licensing & Registration Fee:

In addition to the free zone solutions, Abu Dhabi has taken new initiatives to increase the economy of the emirates and to attract foreign investors.
Requirements to apply Dual License:
- No Objection Certificate from an Abu Dhabi Free Zone authority.
- Application Form addressed to Department of Economic Development endorsed through Abu Dhabi Business Counter.
- A signed undertaking letter stating that the company does not own another branch in the emirate of Abu Dhabi.
- Clearance of administrative fee.
Time Frame:
The average time is 3 to 5 working days. This depends on the licensed activities to be licensed and any external approvals.
