What are the required steps for registering my barber shop?
- Acquiring a professional license in the UAE Mainland
Before you choose your location, it is important to note that a barber shop will require a professional license in Dubai Mainland. These licenses are issued by the Department of Economic Development (DED).
The DED process begins with the initial application, here you will need to submit the passport and visa copies of the founding shareholders. The next step is choosing a name for your barber shop and receiving the DED’s approval of the chosen name.
- Finding a Local Service Agent
After receiving initial approval, you will need a local service agent (LSA). The LSA has to be a UAE National, fortunately, this agent is not legally required to own 51% of the company’s shares – permitting you and the other founding expats – 100% share ownership of the company!

What are the legal implications of having a local service agent?
The local service agent is your company’s representative when dealing with local authorities, they are not required to own any shares in the company. After finding the LSA, you will need to draft a Memorandum of Association and procure the agent’s signed agreement.
- Renting and certifying your premises
Premises will be the key to providing your service and continuing your licensing process. Once you choose and rent your barber shop you will have to make an agreement with the landlord. After completing these steps you will have your tenancy contract and Ejari number!

Receiving approvals from relevant government bodies and completing your license
Your barber shop premises and equipment will be required to meet the standards set out by the departments of Dubai Municipality, these departments are the Planning Section and Health & Safety Division.
The Planning Section of DM approves the location, premises, furnishing, signposting and lighting of the hair parlor:
- The hair cutting stations must not be sized below 3m x 3.5m (Width x length).
- The minimum ceiling height is 2.3m
- Beauty treatments must be done in designated and partitioned areas with minimum sizes of
2.5m x 1.5m.
- Facial treatment activities require wash basins for each workstation
- Hair-removing materials must be prepared in fireproof environments
- Equipment, towels and cosmetic products must be allocated closed-storage areas.
Once you receive the abovementioned approvals you may return to the DED for your license, establishment card and immigration card. The immigration card allows you to procure residency visas for your employees.
With your full license completed, you will be eligible to open a corporate bank account, for mainland licenses this process is much easier than for Free Zones. This is due to the credibility of having a local service agent as well as adhering to both the DED’s and DM’s licensing requirements.
